PS3.Full.3.40.SDK.PS3-DUPLEX leak comes another Sony PS3 SDK 3.60 leak for PlayStation 3 developers from
JoHNAaRoN (SDK@s0ny.com) via

alt.binaries.console.ps3.
In addition to the PS3 3.60 SDK, this leak also includes the
PS3 Debug 3.55 Downgrade PUP for 3.56+ TEST kits as confirmed by
damox (tested on a PlayStation 3 3.70 DECH unit) who also posted the
file list on his
blog complete with the related
hashes and
extras detailed.
For those wondering, in "extras" the included PS3DECHUpdateData.355.001d.zip is the Special PS3 3.55 Downgrade PUP for Debug / Test consoles and the PS3DECRUpdateData.355.001d.zip is used for PlayStation 3 Reference Tools units.

It began with reports of an IRC user named "foobar" offering it according to a pastebin cache, and while the leak isn't complete (it's roughly 3GB short) it is a start for both PlayStation 3 developers and collectors.
To quote from DemonHades page, roughly translated:
"Just a while my friend and colleague told us that Bhaal has released the SDK toolchain 3.41, this toolchain also brings a pleasant surprise Tool RAF, the RAF are video files or streams used as background for the dynamic themes."
