I don't believe so, because they are RAR'd to save space and bandwidth versus leaving them as .p3t extension files.

This is a feature they should add to ps3. The ability to unrar files.

To install the theme take the .p3t file and put it on a memory stick in the following location: PS3->THEME->wvupse.p3t (make sure to use CAPS)

Navigate to the theme setting onthe XMB and you will have an option to install.

Choose install and browse to your memory stick.
