What is Libspe and how do I use these?

I would love to learn to program on the SPE's but there is currently no way to gain access to the accelared graphics card

Do you know anything that could help get around this?

I'd love to see audio / video encoders using this. It would be great to see the Ps3 out-perform my PC for making Xvix / DivX files.
