GNOME is a graphical user interface (actually it's more than just that, but you can just think of it this way). GNOME is a desktop. You see, Linux is capable of having more than just one desktop. There's also a GUI called KDE, and xfce for Linux. GNOME is not a username or login (unless you set that up yourself, which I doubt). As for how to login under GNOME you need to configure your system to login with a graphical screen. Then you set your session manager to GNOME instead of KDE or whatever it is set to currently. Anyway, you don't absolutely have to login under GNOME to carry out the steps of the tutorial, the guy who wrote it just specified GNOME so that people could log in under GNOME and easily find the things he was talking about because they are under different menus in KDE etc.
Also, for you guys having issues compiling your snes9x code you might want to check out this tutorial from IBM. IBM's tutorial is written with YDL in mind, but their instructions for how to configure your gcc compiler are relevant to Fedora Core as well since YDL and FC both use RPMs and YUM.
