PS3 4.25 to CFW question help?

With all the keys being released and CFW's being created why cant someone on OFW 4.25 update to CFW 4.30.

I am on CFW 4.30 myself and am just curious why the OFW users cant also copy pup onto USB stick and upgrade to CFW. Has sony removed ability to install from USB on OFW ? what is the main reason they cant have CFW now.

because sony has a check built into the newer firmwares 3.55 didnt have that check in it so if it detects its not signed by sony u cant install it
