Have you tried downgrading with the flasher after activating your PS3 with PSN, backing up you act.dat to a USB then QA downgrading. That way you would still have you act.dat which you can then copy back to it's original directory after it's QA downgraded. The file manager relies on already present functions within the system ".sprx" files to use.
it can't be done, if i downgrade in factory service mode everything on the drive gets deleted and if i downgrade from 4.11 with QA flag it deletes act.dat and cant copy act.dat by the data transfer utility. but while i was writing this i just thought of something maybe activate two drives on 4.11 then use one to downgrade and while on 3.55 turn off the QA flag options then swap drives and re-install 3.55 firmware normallly. (which might leave the act.dat file intact) i'll let you know how it goes!
Use a blank hdd when downgrading. Then once downgraded swap your hdd with 4.11 that has the act.dat and install 3.55 from recovery. Run a file manager and backup the act.dat file.

Info: XMB Manager Plus (XMBM+) is a Homebrew XMB item which does many things you could want to on the XMB and more. Update: PlayStation 3 developer andreus has now released (via ps3crunch.net/forum/threads/2431-UPDATED?p=37116#post37116) XMBM+ Toolkit v1.20 with XMBM+ 0.21 for testing, with details below as follows:
How to use the toolkit:
1. Run start.bat
2. Rebuild the xml files (option 1) - This builds all languages packs, themes and core XMBM+ source files using just one "base" directory
Note: If you want change the version first (option 7)
3. Quick build the packages (option 2)
4. Done (the packages are in output directory)
For devs...
Editing languages: Change the ini in the language directory. Then, rebuild the xmls (1) and make the packages (2)
Adding new languages: Just add a new ini in the language directory, and add it to the "base" game_settings.xml. Rebuild the xmls (1) and make the packages (2)

I had to change many things in the toolkit and didn't test the dropbox sincronization thing
when you build the xmls, versions inside xml now change according to toolkit selected version

We can do a "light" version that only includes 3.55 Rebug and 3.55 Normal CFW, for that we only need to delete the folders inside the pkg and now the eboot will automatically assume it
Deleted explore_category_game rcos since they are not needed. File now smaller.

Finally, from MO3 (via ps3-tools.de/thread.php?threadid=52461 and ps3-tools.de/thread.php?threadid=47567) comes a Fix Package Browser XMBM+ Mod which allows users to download game fixes directly on your PS3 without the need of a PC and USB stick/lan cable.

This is mainly an update to the installer and for newer FW versions. So don't expect big changes to the XMBM+ mod.

Remember, as i posted before this installer is flexible enough to be used on another projects that envolve file copying to anywhere on the PS3. You can do that by creating updates which i called AppPack that will be automaticly added to the menu after pkg install, or with a standalone installation like razorX did for his PS3Ultimate TV.

I only tested those in Firmware version 4.21 Rebug, but it should be working from firmwares 3.41 up to 4.30. But try at your risk. Just install the pkgs (if you have the XMBM+ installer already installed) and run the XMBM+ installer, 2 new options will be there.
PSN Access Restored for PS3 CFW via Rebug 4.11 Version Spoofer!
Today Sony PlayStation 3 hackers Cyberskunk and evilsperm of Team Rebug have released a PS3 4.11 Version Spoofer 2.2 for 3.55 CFW and also a Rebug Update Package 0.7 (3.55.2) which temporarily restores PSN access once again on Custom Firmware!
While this is great news for the time being to play 3.55 titles (3.56+ won't work) online, Sony will likely release a PlayStation 3 Firmware update to block the new method being used in coming days in order to resecure PlayStation Network with an updated PSN Auth X-Platform-Passphrase (which resides in a decrypted VSH.SELF) and prevent PS3 Custom Firmware users from gaining access unfortunately.
If you are unsure if a PlayStation 3 game or patch update will work on PSN via PS3 CFW, simply extract the PARAM.SFO from the PKG and view it using a PS3 PARAM.SFO Editor to examine the PS3_SYSTEM_VER value. If it is 03.5500 or below the game will work online and the patch update can be installed.
