Just upgraded directly from Rebug 4.21.1 to 4.21.2 (without downgrade).

Works fine. The only problem was to figure out that i have to flash CEX ID before upgrade. I didn't find mention about it in instructions.
So, if you are on 4.21.1 with DEX ID, then switch to CEX first, then upgrade and then you may switch back to DEX.
