My backup 1:1 of Midnight Club 3 DUB Edition PAL with my ps2 v9 swap 2.0 work fine, you can try to remake the copy.
I have Midnight Club 3 pal version too, with swapmagic dvd 2.0. And it works fine. Try to clean your laserlens with a dvd/cd cleaner or something like that. Do other games work properly?
My backup hasnt any loading issues and runs perfectly.

Took me a while to find a disc which didnt have any probs, and with these I havent had 1 bad burn or any game run with choppy FMV like with some discs I've used.
My copy of midnight club 3 dub works perfectly, I have SM 3.3 and a v5 sony and use TDK media. I made an iso with dvd decrypter, then burned the iso to a dvd-r with nero (I know you only need dvd decrypter but when I used that i had choppy sound and long load times). I used to use princo but theyre media was poor, then i used verbatims but they were too expensive.
