My guess would be it all has something to do with protection. keeping the system secure means dedicating system resources to keep everything secure and how they want it. All these proposed features would add great value to the ps3 and some even could be done by users... but... the ps3 is on lock-down. Sony is just working through squeezing out what little they can with each firmware update.

The ps3 has 8 spes? one for the OS and another used for drm? Leaving only 6 for games? Would be great if they would release 1 spe more for games to be even better.
