I've just run some sample demos on the vita as Ezio said you can do apps and homebrew, however you can only install anything on the vita itself through the Ps suite development assistant.

but we can share our source codes and compile them and then install them with our own Ps suite development assistant right ? so sharing our apps won't be hard or am i missing something ?

We can indeed - but only until Public beta will close - after that you'd need to pay a yearly license fee to be able to run apps on Vita.
