Did you try one from this Sticky: PAL and NTSC selectors including Y-Fix! in this forum. All you have to do is make a iso image of your game and use this patcher to patch it and it should work,use either 32 or 28 for the offset with y-fix setting to get the picture not to low on your screen,if your ps2 loads dvd-rw disc than just put the game on it to try,this is what i do and this way no dvd-/+r`s are wasted.
If the PAL version uses the full PS2 display output (ie it's full screen) then it's impossible to display the game in NTSC mode without losing the top and bottom of the screen.
Only games with full PAL borders can be converted properly...
