Anyways, i agree this took way too long to be released, but then this could as well be taken as a more than possible pre-bankruptcy sign of the developing company, which turned to be true eventually. Duke Nukem... rest forever. I really hope some cheap developer doesn't pick it up, slap the brand name to some shooter game and releases it just to feed off the fan base.
Unless Sony gets the license and revives it into a living legend as a first-party exclusive. Now that would definitely be something to wait for!
The keyword in your statement is "unfinished" and the statement is "Unfinished game". If a game looked like it's retail version during the production it's safe to say it IS the retail version.
The games were designed to be cheesy from the very start and have only once been the powerhouse of graphics since it's inception. Duke Nukem is one of those games that prides it's self on being over the top and fun. Similar to the Grand Theft Auto series. However unlike that series, Duke Nukem has never forgotten that people want to play a game and not real life. So they create the cheesiest story on Earth and then have you go around the Earth shooting aliens. It's the essential aliens attack Earth, humans fight aliens story. Which we today have plenty of (and still haven't stopped calling unique).
You are in no way a fan if you think that these graphics are bad because a fan doesn't care how the graphics are as long as it's fun and that game looks like it was going to be fun. With the Duke's corny dialogue. The over the top violence and the quirky and cheesy humor the Duke has had long before Duke Nukem 3D.
Duke Nukem 3D was never a beautiful game. But god, was it fun and did we have a blast and some of still do playing it. Another thing, you can't criticize a game like this (or really say all that I just said for that fact) because it hasn't been finished! The game lacks the polish that all the other games have and it's in an SD format.
I will admit I'm a massive fan of the Duke Nukem series and as you say its not just about graphics it the over the top quirky and cheesy humor and gameplay that made the games great but seriously 12 years of work and this is what they have to show for it a unfinished game with subpar graphics. I mean 12 years is a hell of alot of time to be working on a game, not to mention the fact that technology is ever changing which would have made most of their work on previous game engines worthless, R.I.P Duke.
