According to the folks over at TheSixthAxis (linked above), rumor has it Sony may make an announcement today on PS3 Firmware Update 2.70.

To quote: It’s GDC 2009 over in California, and our ears are to the ground.

We’ve had to put up with the rumor mill grinding about Firmware 2.70 for a while now, but we’ve heard more recently gossip in and amongst our Twitter account overnight hinting that Sony are about to announce Firmware 2.70 for the PS3, and there appeared to be some maintenance on the network this morning, according to MGO’s in-game notices.

Whether this will come to fruition or not we’ll have to wait and see, but it has been a while since the last update; so whilst we’re not expecting cross-game chat it would be nice to get something out of GDC.

I think (could be wrong) they mean announced as in Sony will confirm it's coming and detail the 2.7 features planned... versus actually releasing it today.

Some places are indeed reporting that it may be released Thursday though so we'll see. ;)

Yep, 2.70 was online today for a short time but I didn't get to grab it before they removed it. If anyone has it, the PS3 Devs here would like to see it. ;)

Looks like it is not coming out today. Hopefully it will be out tomorrow!

I can't help but remain skeptical of the rumors for "in-game web browser".

I having functionality for having two players signed in at the same time is going to be very nice to have :). If I remember right in an interview with some developers from Sony a while back, they had expressed interest in having two players signed in at once, but said it would be challenging to do. Glad they could sort out the issues :) . Hopefully this new functionality will make it into every game that has online play in the future.

Still holding out hope for universal in-game XMB soundtracks though :D
